Submitting the license application through the platform:
- The applicant must agree to a declaration affirming the authenticity of all submitted documents and bear full criminal and civil responsibility in the event of any falsification, after presenting the original documents for verification.
- Payment of the required service fees.
- Attaching valid official documents of the applicant (such as the commercial registration, if available, showing the nature of the activity; proof of registration with Zakat, Tax and Customs Authority; VAT certificate; and national ID or residence permit).
- Providing a written commitment that all technical personnel involved are licensed by the National Center for Meteorology to practice relevant meteorological professions.
- The applicant must be a legal entity authorized to conduct related activities in accordance with applicable laws and regulations in the Kingdom of Saudi Arabia.
- Submitting proof of mechanisms in place to protect obtained information, including cybersecurity and critical infrastructure protection measures, in accordance with the regulations issued by the National Cybersecurity Authority and other relevant entities.
- The applicant must specify the tools and scope of data use in terms of location and timeframe.
- Submitting proof of commitment that all technologies, software, systems, and networks—used in the creation, collection, acquisition, processing, storage, or analysis of data or information, including communication and IT applications—are authorized by the relevant authorities.
- Providing proof of commitment to maintain the confidentiality and privacy of the obtained data and information, and not to disclose or share it with any other party in any form without prior approval from the license issuer. The source of the information must be cited, and no alterations or distortions to the original data are allowed.
- Natural or legal persons are not permitted to publish, republish, or utilize any meteorological data or information by any means without prior approval or licensing from the National Center for Meteorology.
- Compliance with any other conditions the Center deems necessary for issuing the requested license.
- Submission of any additional documents requested by the Center.
- The license fee will be determined at a later stage.
These regulations outline the terms and restrictions that entities or individuals (whether legal or natural persons) must adhere to when republishing data issued by the National Center for Meteorology (NCM). The purpose is to ensure responsible use and preserve the accuracy and official source of the data.
Regulations:
- Prior approval from the National Center for Meteorology must be obtained before republishing any meteorological data or information.
- The official source of the data — the National Center for Meteorology — and the date of issuance must be clearly cited with every use or republication.
- The published or republished content must not be used for commercial, investment, or paid services without prior written authorization from the Center.
- Republishing of data and information must comply with applicable meteorological, environmental, and security regulations in the Kingdom of Saudi Arabia.
- The publishing entity must update the republished data periodically in accordance with official updates issued by the Center.
- The data and information must not be altered, distorted, or taken out of their scientific or technical context in a way that compromises their accuracy or meaning.
- Meteorological data must not be used in misleading media or analytical contexts or in ways that could cause panic or public misunderstanding.
- Data must not be used in scientific research or official reports without prior licensing or approval from the Center.
- Republishing entities must adhere to the Center’s approved privacy and data protection policies.
- The Center reserves the right to suspend or restrict republication rights for any entity violating these regulations and may take appropriate legal action.
- Under no circumstances may the data be used to compete with the Center’s services or to create parallel services (e.g., commercial weather apps or forecasting tools) without official licensing.
- Data must be used only within its relevant time frame and should not be presented as current if it has exceeded its validity or recommended usage period.
- Meteorological data and information may not be used in advertisements or marketing without prior written consent from the Center.
- Any republication must explicitly state that the data is for general use and not intended for aviation, maritime navigation, or safety-critical decision-making.
- All authorized entities must provide the Center with periodic reports detailing how and where the data is used, including the number of beneficiaries (if possible).
- The Center reserves the right to cancel or suspend any approval or authorization for republication at any time if misuse or violation of these regulations is detected, without prior notice.
